U.S. Navy Secretary John Phelan was removed from his post on April 22, 2026, the Pentagon said, departing "effective immediately" after officials and people familiar with the decision told Reuters he was dismissed partly for moving too slowly on reforms to speed shipbuilding and for falling out with senior Pentagon leadership.
The brief announcement by Pentagon spokesman Sean Parnell named Undersecretary Hung Cao, a 25āyear Navy veteran, as acting secretary.
Sources also cited tensions with Defense Secretary Pete Hegseth and deputy Steve Feinberg and referenced an ethics inquiry into Phelanās office.
Phelan, a major Trump donor confirmed in March 2025, had led work on the administrationās "Golden Fleet" shipbuilding push tied to a broad FY2027 defence request that includes more than $65 billion for new warships and support vessels.
His exit is the latest in a series of highāprofile Pentagon departures under Hegseth and comes as U.S. naval forces enforce a blockade of Iranian ports and sustain an elevated presence in the Strait of Hormuz during a fragile ceasefire.
