The Republic of Korea Navy’s submarine ROKS Dosan Ahn Changho arrived at CFB Esquimalt, British Columbia, on May 23 after a roughly 14,000-kilometre trans-Pacific voyage that included stops in Guam and Hawaii.
The visit — the first Pacific crossing by a South Korean submarine — is being used as both a demonstration of long-range endurance and for joint exercises with the Royal Canadian Navy as Ottawa nears a decision on its Canadian Patrol Submarine Project.
Canada has shortlisted South Korea’s Hanwha (partnered with HD Hyundai) and Germany’s ThyssenKrupp Marine Systems (TKMS) to build up to 12 diesel-electric boats to replace aging Victoria-class submarines; the program is estimated at roughly $40 billion and a preferred bidder is expected this summer.
Two Canadian submariners joined the Korean crew for part of the voyage and Canadian navy officials stressed urgent crew expansion and training needs as they plan for a larger, modern fleet.
Competing bids include industrial benefit packages and promises of Canadian production, maintenance hubs and jobs if selected.
